Promote Peaceful and Inclusive Societies for Sustainable Development, Provide Access to Justice for All and Build Effective, Accountable and Inclusive Institutions at All Levels

SDG 16 aims to promote peaceful and inclusive societies, uphold the rule of law, ensure access to justice for all, and build effective, accountable institutions. Guided by the principles enshrined in its Constitution, which safeguards rights and freedoms and establishes the framework governing state authorities and institutions, the Kingdom of Bahrain remains committed to advancing justice, security, and stability. The Kingdom continues to strengthen its institutional and legal frameworks, enhance the efficiency of government services, and foster a culture of tolerance, coexistence, and dialogue across cultures and religions, thereby contributing to a safe and stable society supported by effective institutions capable of responding to evolving development needs.

Examples of National Initiatives Supporting the Achievement of this Goal

Alternative Sentencing and Open Prisons Programs

The Kingdom of Bahrain continues to advance a rehabilitation-focused justice system through its Alternative Sentencing and Open Prisons Programs, both integral to the National Human Rights Action Plan (2022–2026). Introduced in 2017, the Alternative Sentencing Program provides non-custodial measures, including community service and vocational training, to support social reintegration. The Open Prisons Program, launched in 2022, enables eligible inmates to pursue employment, education, and rehabilitation within a supervised environment. In 2024, the program received accreditation from the American Correctional Association, reflecting its alignment with recognized correctional standards. Together, these initiatives strengthen human rights protections and promote rehabilitation and social inclusion.

Advancing Global Dialogue and Coexistence

Reflecting its longstanding commitment to fostering a culture of tolerance and peaceful coexistence, Bahrain continues to strengthen intercultural and interfaith dialogue through national initiatives and international partnerships. Central to these efforts is the King Hamad Global Center for Coexistence and Tolerance, established in 2018, which advances educational programs promoting religious freedom and mutual understanding. Key initiatives include the Joint Postgraduate Diploma on Coexistence, whose second cohort graduated 100 participants from 63 countries in 2025, and the King Hamad Award for Coexistence and Tolerance, launched in 2024 to recognize global efforts in promoting dialogue and combating extremism. These initiatives reinforce Bahrain’s commitment to fostering inclusive societies and advancing a global culture of peace and coexistence.

Bahrain International Commercial Court (BICC)

The Kingdom of Bahrain continues to strengthen its judicial framework and enhance the efficiency of international commercial dispute resolution, supporting a competitive and investor-friendly business environment. In this context, the Bahrain International Commercial Court (BICC) provides a specialized judicial framework for resolving international commercial disputes in line with international best practices. By facilitating efficient and accessible dispute resolution, the Court reinforces confidence in Bahrain’s legal system and strengthens the Kingdom’s position as a regional hub for international trade, investment, and dispute resolution.
